Consultation on implementation of changes to Government Procurement Rules
In the wake of COVID-19 and to deliver greater public good for New Zealand through procurement, Cabinet has approved changes to the Government Procurement Rules.
Following the approval of the two new Rules, Cabinet has directed New Zealand Government Procurement (NZGP) to consult with mandated agencies on how these Rules will be implemented.
We are seeking your feedback on these two changes to the Government Procurement Rules.
Rule 12A – Procurement response measures
This Rule enables the Procurement Functional Lead to respond to a policy priority, emergency or crisis by declaring appropriate procurement response measures to drive positive change across the government procurement system.

Rule 18A – Employment outcomes
This Rule requires mandated agencies to consider quality employment opportunities for New Zealanders in government procurement activities, with a particular focus on traditionally marginalised groups such as Māori and Pacific peoples, women, people with a disability and youth.
