COVID-19 All-of-Government and Government Property Group sourcing activity
An update on All-of-Government (AoG) and Government Property Group (GPG) tenders and contracts in light of COVID-19.
New Zealand Government Procurement and Property has assessed our programme of work in the context of the Alert Level 4 lockdown. We have sought to balance the needs of government, and supply markets, when deciding how to respond to our current market activities, and those we had signalled will be coming to market in the near future.
We intend to:
- extend some of the current All-of-Government contracts that were set for expiry or renewal in 2020. Extensions will be for a further period of at least 12 months from expiry or renewal, but with a view to returning to market once things have returned to normal. Returns to market may be earlier than the full period of extension.
- suspend some of our current sourcing activity relating to accommodation projects for government.
As a result, we are making the following changes:
Current sourcing activity in the market
Auckland Accommodation Project – Manukau hub
We are suspending this Registration of Interest (ROI) (GETS ref 22299462) until further notice. It is likely that we will review this suspension later in 2020. We will provide further information to respondents who have submitted proposals in due course.

Following the release of an Advance Notice (GETS ref 22424332), we will not be seeking proposals until further notice.

AoG Media (Generation Two)
This Request for Proposals (GETS ref 22257489) closed on 3 March 2020 and evaluation of responses is well advanced. We are continuing with evaluations and are aiming to award contracts through the middle of 2020, subject to necessary resources from suppliers and agencies to support this outcome. Timeframes indicated in the RFP may be impacted.

Future sourcing activity impacted by COVID-19
AoG Advertising services and Design services
These contracts are due to expire 23 June 2020. We intend to seek an extension to current arrangements for a period of at least 12 months.
AoG Electricity
This contract is due to expire in December 2020. We intend to seek an extension to current arrangements for a period of at least 12 months.
AoG IT hardware
These contracts are due to expire in September 2020. We intend to seek an extension to current arrangements for at least 12 months, and allow the option of seeking to appoint additional panel providers, if considered necessary.
Alternative risk financing
We had expected to issue a Request for Proposals for alternative risk financing in coming months. We are now reviewing these timelines and will update the market in due course.
Quarterly reporting
Administration fees will continue to apply for all AoG purchases. However, to ease the requirements on AoG suppliers, we have decided not to collect quarterly reports from them for Quarter 3 2019/20. This means we will also not be collecting the administration fee due under those contracts at this time.
We expect to collect reporting, and suppliers will be invoiced for the Quarter 3 and 4 administration fee, at the end of Quarter 4.
