External Legal Services – new contract goes live 23 June
We're in the process of finalising contracts with our successful providers on the new All-of-Government (AoG) External legal services (ELS) provider panel.
In advance, we're hosting an agency webinar on Tuesday 28 May. In this session we'll take you through an overview of the new AoG ELS solution and key contract documentation. We want to enable a smooth joining up process and answer any questions you may have about the new contract. We’re also preparing an information pack for agencies.
"Agencies and providers have really helped shape the new contract - for example how to encourage purchasing based on actual value and experience, rather than repetitive or default relationships." says Oscar Lloyd, Principal Procurement Specialist, NZGP.
"Procurement teams need an evidence base to help their agencies get the best provider for the job, not just the one they might have familiarity with. When we went to market our intention was to focus the AoG procurement process away from an intensive peak at the RFP stage and focus instead on ensuring continuous value and competition throughout the whole-of-life of the contract term. We look forward to demonstrating this."
Another exciting feature of this contract is that it has been selected as the first AoG solution to be migrated to the new procurement platform, anticipated to go-live later this year.
This means that from the launch of the new ELS solution in June, all contract collateral will still be accessible through our NZGP website and Online Panel Directory until such time as the ELS solution has transitioned to the procurement platform. Change management support for agencies and providers will be an essential part of the migration process. There will be more information to come on this during the year.
ELS migration is phase 1 of a multi-phased delivery, the implementation of a Procurement Platform will provide the Government with increasing transparency and efficiency.
The goals of the procurement platform are:
- Combine primary and secondary procurement capabilities, tender management, procurement catalogue, and supplier relationship management into one platform.
- Improve the procurement experience for agencies, suppliers, and non-procurement users by providing a modern and user-friendly platform.
- Utilise automated and guided workflows to simplify procurement processes.
- Ensure better compliance by seamlessly integrating procurement rules into the procurement processes.
- Enable the capture of, and make accessible, high-quality data that can be transformed into insights for NZGP, agencies and providers/suppliers to make informed decisions, reduce risk and enhance their procurement practices.
