Mahi tahi – Disability Support Services and NZGP
NZGP has supported the Ministry of Social Development’s (MSD) Disability Support Services with their commissioning mahi.
Disability Support Services (DSS) work to stabilise disability support services so they are fairer, more consistent, transparent, and sustainable into the future. They transferred to MSD in 2024, following an Independent Review:

NZGP has been supporting their commissioning mahi.
DSS Commissioning Director, Leuluaiali'i Catherine Poutasi, says NZGP's system and cross-government expertise helped inform their thinking and assisted in the development of DSS's commissioning approach.
"We are excited to partner with NZGP to help with this mahi. E so'o le fau i le fau, unity is strength.
"Disability support services are extremely important in people’s lives. This highly collaborative cross-agency work is about stabilising these services to make things better for the disability community.
"Getting the approach right is vital to ensuring the 52,000 disabled people who receive DSS funding, and the 100,000 people who receive DSS-funded equipment and modification services, get the right support.
"NZGP's Advisory and Business Services team has provided facilitation, advice and system perspectives to improve our commissioning practice and capability uplift.
"What we most appreciate, is NZGP's philosophy to keep it simple," says Catherine.
"Thanks to Craig Butler who heads up NZGP's Advisory and Business Services team, Jas Qadir, Seán Barnes, Glenn Wilson, and team."
NZGP's Advisory and Business Services tīma is always available to support government agencies. Simple requests can often be handled in short order, but they’re also here if agencies have a challenging situation.
Government agencies cannot be expected to carry specialist procurement resource if expertise is only needed for one-off projects. They can help in three broad areas:
- Commercial advice and guidance – General advice and guidance on all procurement and commercial questions. Advice on project establishment, and how to use NZGP tools and resources.
- Strategic delivery – Procurement strategy development and support. Delivery roles in large commercial / procurement projects and delivering key changes for priority projects in agencies.
- Delivery support – Development and delivery of key documents (for example, Procurement Plans, RFx documents). Chairing and expert membership on evaluation committees and supporting Contract Management and Supplier Relationship Management strategies.
