New All-of-Government creative and media services contract is now live

The new All-of-Government (AoG) creative and media services (CMS) contract went live on 31 July 2024. The initial term of the contract is two years, and it provides for three renewal terms of two years each.

The CMS contract combines services previously offered under the advertising services and design services contracts and includes improvements to the scope of services, pricing and contractual terms.

The new contract makes it easy for agencies to increase public value and make savings through a clear and transparent pricing model. It creates a one-stop solution for agencies to procure content production, creative services, media strategy, cultural competency and social media services.

Key features of the contract include:

  • Value for money through discounted market rates - on average, agencies can save up to 20% compared to market rates.
  • Flexibility to use single or multiple providers - providers are encouraged to subcontract from within the panel.
  • A wide variety of providers across five different categories.
  • Two new categories: cultural competency and social media services.
  • A better user experience throughout the contract documentation.
  • Provider performance surveys and ratings to improve competition across the panel and help agencies choose reliable providers.

The new CMS panel has more than 250 providers and works similarly to the previous advertising services and design services panels. We encourage panel providers to subcontract in-scope services from within the panel for more competitive pricing.

The joining process is similar to most AoG contracts. First, agencies should read the CMS Services Agreement and the Memorandum of Understanding (MoU). Then they can complete the joining form on our website to accept the terms of the MoU.

Once we confirm an agency has joined the contract it can begin using the panel.
