Request for Proposal - Insurance brokering services

New Zealand Government Procurement has released an open Request for Proposal (RFP) for Insurance brokering services with the intention to introduce agencies to the new panel of brokering experts in the first quarter of 2025. The RFP will close on Wednesday 14 August 2024.

“The current All-of-Government (AoG) Risk financing and insurance contract expires on 31 March 2025. New Zealand Government Procurement (NZGP) has been preparing the forward path for a new solution,” says Marthelet Greyling, AoG Portfolio Manager, NZGP.

"With all All-of-Government (AoG) contracts we are looking to respond to market challenges and improve the offering to agencies. We have met with and gathered feedback from agencies and providers since late 2023 and hope to deliver a solution that better reflects this complex market and what agencies need from it. For a start, we are changing the name of this AoG contract to better reflect what the solution offers – NZGP is not a provider of insurance cover. The solution will be named the AoG insurance brokering services contract."

For the new panel we are seeking providers who will bring competitive offerings, transparent brokering fees and consistent contractual terms.

“We also aim to widening the scope of the service. Agencies can then engage a provider via a secondary procurement process.”

“Another change in approach is that we want to support providers and agencies working together to determine agencies’ individual risk profiles, and the settings for risk mitigations. This may or may not lead to agency groupings, but the important thing is that any potential providers will help inform agencies to make those calls based on data, evidence from agencies and provider expertise.”
