Talent acquisition services Request for Proposal
The external recruitment services (ERS) contract expires on 19 September 2023. The next generation of this All-of-Government (AoG) contract will be called talent acquisition services (TAS) to better represent the range of services government agencies require.
The TAS Request for Proposal (RFP) was published via GETS on Friday, 5 August 2022. It contains a number of changes from the current ERS contract in response to feedback we received about ambiguity in payment structure and lack of transparency for services provided and paid for.
Based on this, we've made a range of improvements to the new contract, such as:
- introducing a simpler and more transparent pricing model
- ensuring the panel providers are able to meet future requirements of agencies over the next 10 years (including broader outcomes)
- setting reporting expectations on carbon emissions, and supplier and candidate diversity
- improving and increasing public value by improving access to regional businesses, including Māori and Pasifika businesses.
The move from the current percentage-of-salary model to a fixed placement fee is a significant change. A fixed fee model is the simplest, most transparent pricing model for the end-user to understand and apply when purchasing services for placing candidates. It creates transparency between services provided and prices paid, and therefore removes ambiguity for contracting parties. It is up to individual suppliers to set their fixed fee through the RFP process.
The new pricing model will also auto-adjust to inflation by 1.8% which gives everyone a transparent line of sight of the changes in relation to the economic landscape.
