Reducing government fleet emissions

The Government’s electric vehicles first policy aims to speed up the government fleet transition to low-emissions vehicles. This supports New Zealand’s transition to a net zero emissions economy by 2050.

Mandated agencies must choose a battery electric vehicle (BEV), or a plug-in hybrid electric vehicle (PHEV) if a BEV is not appropriate.

Mandated and eligible agencies

Before purchasing new vehicles, you should consider options to reduce the number of vehicles in your agency’s fleet.

If there are no BEVs that meet your agency requirements you are required to choose a PHEV.

Agencies must request an exemption from their chief executive if there is an operational requirement or other circumstance preventing you from replacing a vehicle with a BEV or PHEV.

These requirements are part of the Carbon Neutral Government Programme.
